The FY2021 NDAA, Public Law 116-283, Section 862, originally directed SBA to establish the government-wide SDVOSB certification program and ended reliance on self-certification for SDVOSB set-aside and sole-source eligibility. The FY2024 NDAA’s Section 864(b)(1) completed the process by requiring SBA certification for prime and subcontract awards counted toward SDVOSB goals.
